Windows 3.0 provides no standard way of keeping DTR on when closing a
serial port. It simply returns DTR to its original state. As modems
are often configured to hang up when DTR is turned off, this can cause
problems when one wishes to switch between communication programs while
maintaining a connection. A number of workarounds to this are as follows:
1. Run the program DTR before Windows to turn DTR on.
2. Add the appropriate parameter to the modem init string to ignore DTR.
This is often &D0.
3. Set the modem DIP switches to ignore DTR.
